What specific areas are you thinking of? How is progress hampered and how could a more active governing body have helped? Two things are needed for progress: doing stuff and deciding what needs to be done. I think we do not, at this point, have an abundant pool of labor that can be set to certain tasks, so I don't see how being more decisive is going to be of any help. You can be a dictator but you need an army to control before you can make things happen. Or is it not clear enough what needs to happen? A clear lists of tasks, perhaps?
