Sure.  One way to do it is to mount the new environment (using
lumount), then add the package with "-R /.alt.newbe" (the path to the
mounted new environment), and then unmount the new environment before
activating.

That usually indicates a usage error.  Typically, it's because the
system was rebooted with "reboot" rather than "init 6," but it could
also be an errant command to luactivate.

lustatus should tell you what state it's in.
