It's a bit like a politician's answer to a journalist:
"After the election, are you going to lower the taxes ?"
"We propose an overall lessening of the financial burden
caused by the overboarding of the federal budget in some
areas, and in order to achieve that we've come up with a
detailed plan outlining both our proposals for securing
future funding of crucial operations and our timelines
for implementing these changes.
Of course we want to make sure that our people will end
up having more money for themselves !"
Who wants to hear a statement that long ?
And by the way, does that actually mean "yes" ?
If you want to hear nothing but "yes" or "no", it's not helpful to be
answered in an essay, no matter how complete, exhaustive and verifiable :(
