Isn't that the MS model, except they spell "distro maintainer"
"system vendor"?
A system that makes life good for ISVs (a desirable thing) is not
necessarily one that encourages a flourishing ecology of FOSS software
(also a desirable thing). The BSD systems - including Apple - are the
ones that seem to do the latter best, though Apple is the only one
that also manages to provide a system that really has ISVs.
