Yes it is independent of Blastwave and always has  been.

While we were having a discussion on what the facility might be
called, someone suggested genunix, and Dennis went ahead and
registered the domain name at that time, on his own initiative.

At this time, all genunix.org resources are available at genunix2.org
(note the "2").
