Yes, I think there is no getting away from arbitrary scripting, though I understand the desire to move it out of the installation context.

That's funny, last I checked there have been OpenSolaris 200x releases since 2008.05 without relying on arbitrary scripting capability within the packaging system ...

You can have all the scripting you want; just not within the context of package operations.
