If you want to bundle packages together, at the moment, you publish them all to the same repository. The repository can then be served via pkg.depotd(1m) or (in the future) distributed as an on-disk package.

If you're speaking of patch bundles, no such concept exists.

Instead, if you want to update one or more packages, just publish a new version for each one.

Clients that already have the package installed will only retrieve the files that changed in the new version.

This greatly simplifies updates and ensures that systems that install the new version for the first time and those that are upgrading from an older one get the exact same experience in the most efficient manner reasonably possible.
