There is significant end-user documentation, so I'll assume you're referring to publication documentation.
Publication documentation is somewhat incomplete as the system is still under heavy design and development as has been repeatedly stated.
And no tools to build packages.
That isn't true. There are many tools that are available with IPS to create and publish packages.
