That is no different than Sun's policy - there were plenty of Solaris packages
we couldn't include in OpenSolaris due to third-party licenses, and some we
chose not to because we're removing them from the system.

Don't assume things you know nothing about. (Strictly speaking, that's
nonsense, since "public domain" means no copyright or license at all, and
Open Source is not "public domain".)
