1)  If it is a pkg file, you will need to use the pkgadd command as root or 
execute with pfexec as a privileged user.  Example:
pfexec pkgadd -d ./mypackage.pkg

type "man pkgadd" for more information

If you updated to a new boot environment via the package manager, you'll have 
to reboot to the new environment first.  Your old environment will be saved in 
case something went wrong.  It sounds as though you've tried rebooting though.

2) Not sure about these things, someone else may know.

3)  There is a way, you need a package which I think is called ntfsprogs 
(assuming your windows partition is ntfs).  Search for ntfs in the 
packagemanager.
