After stepping through the python code I found that my /etc/passwd file had
an mstat of 0, ie a last modified date of jan-1 1970 UTC. I have used rdate
to set my clock correctly but after reboot it is setting to Dec 28 1986.
When I go into the BIOS the date/time is correct.

On a separate note, booting hangs for half a minute or so before kernel
messages start appearing.
