I don't know Solaris very well, but in OpenSolaris you can check ipfilter 
service  status:
svcs -l svc:/network/ipfilter:default

svcadm disable svc:/network/ipfilter:default can be used to disable this 
service.

Probably the same commands you can use for Solaris system (depends on version 
os the system)
