A major firefox upgrade would not be - such as from 3.0 to 3.5, but 3.1
is a special case, since it was renamed 3.5 during it's beta phase, so
3.1 & 3.5 are really the same release train.   The 2009.06 /support
branch currently gets the same 3.5.x updates as /dev - however, when
the 3.6 beta versions start going into /dev, the 2009.06 /support
will stay on 3.5.x versions.   (I don't know when that will be given
how close we are to 2010.03 feature freeze.)
