The reason I suspect it's a link layer issue, rather than an application or protocol issue, is the fact it is consistent across applications regardless of protocol. Incidentally, DNS is oeprating fine.
Upon further investigation, /var/adm/messages is showing a number of error messages regarding PCI Underflow for the network card. netstat -i for the pcn driver is also showing a large number of errors for outbound packets as well. To reiterate, Linux is operating fine on the same physical network and the the same adaptor. I have tried a different ethernet switch with the same result. I have installed an additional network card, using an Intel chipset and the iprb driver, and all is working fine. My guess is that this issue is due to an incompatability between the pcn driver and the AMD 79c970 chipset.
