Most probably the link negotiation is failing. I have "sort of" a similar problem here with a crappy switch.
It is usually fixed by- 1. Using a better switch/hub 2. Entering the magic parameters in the appropiate conf file for the driver to force a particular link speed and mode (full duplex). The parameters and file would be mentioned in the driver's man page.
