It is a rather safe command. Its primarily used for tracing syscalls made by a process. As for this command causing the system to hang.. that would depend on the application/program you were trying to trace for example I've had this problem with truss once or twice when tracing firefox and one rare occasion when I was trying to trace dbx :-)
These days the advised method for tracing system calls or for that matter any thing is to use DTrace, so if that was your intention then you would be better off using dtrace. Just my 2 cents.
