I, obviously, am not in a position to speak for Linden Lab, but let me offer my opinion. This project is somewhat different from most LGPL projects in that if there is no CA, it places Linden in the position of being sued for copyright infringement if someone contributes plagiarized code. Most LGPL projects don't have a corporate owner with money worth suing for.
