I think that "Report Abuse" should always be the top-most menu entry in every menu, so that it's easy to find and quick to access.
Report first, ask questions later. Why mute or TP away, or HAHAHA just be mature about something, when you can Run to Daddy Linden Lab and Report the suckers!!!
