I think the implication of it is that you're acknowledging that you've already submitted a contribution agreement. However, things have been a bit lax and I understand there's more than one patch that has made it into the viewer - since the contribution agreements started - without any actual agreement on file.
Ideally, someone should cross-check all of the contributed patches against the agreements.
