maybe this should be checked earlier ?
but:

i686
[root@zoonenetbsd]:~ # which sysctl
/usr/sbin/sysctl

this was a plain install of NetBSD, even no joe,emacs,bash and so on
I did install the bash...


Did you compile anytime as root?
Can't you rely on sysctl being in /usr/sbin/ and calling it
with absolute path?
uname IS available (on my default install) in the path; 
why not use it?
