Re: 0.9.6 incompatible with 0.9.5a on Win32

We danced around this question awhile ago, but never came to a conclusion
that I can recall:
        What binary compatibility is intended (or guaranteed)
        across releases?

I vaguely recall "no promises until 1.0" but I could well be wrong.
