As a naive OpenSSL user I understand that the OpenSSL developers try
to keep development as open as possible to major incompatible
changes. If the version number would be changed to 1.something
people will complain about incompatible but necessary changes in the
API afterwards (as they already did here).

If the version number is really the only problem for you convincing
your managment to use OpenSSL then just forget about it. You will
simply loose - no matter which version number OpenSSL has now.
