I've looked this over, and I think I'd be able to help writing such a declaration. Can I request your help with this (I'm half-french, but unfortunately my written french is a bit rusty)? I'll start with writing the technical parts in english as well as I can and will ask the rest of the OpenSSL team to review it for me. Note: my time is rather limited, so it will take a few weeks before you get anything constructive from me :-). Question: it looks like the DCSSI form requires some kind of more or less legal association or company to be responsible for the document. However, OpenSSL has no legal status in that manner (there's no registered association called OpenSSL). However, if an entity like "OpenSSL SE" (see http://www.openssl.org/about/contacts.html) is enough, the problem should be solved...
