You're entirely right, that kind is crapy HTML.  I've applied the change 
to doc/crypto/BIO_f_ssl.pod in all currently active branches (meaning 
it's corrected in the next 0.9.6 and 0.9.7 release, as well as in the 
development branch).

Ticket resolved.
