There are cases where multiple instances of an algorithm can be used by an
application at any one time. Its possible to either have a default
implementation which an algorithm uses by default or a specific implementation
which can be used on a per key basis.

One case where the latter would be used is where the private key components in
use are not available: for example crypto hardware which wont export this data
for security reasons.
