Is there a reason why openssl-0.9.8 doesn't support building a 64-bit
version with gcc on AIX machines (nor does openssl-0.9.8a, AFAICS)?

You have to keep in mind that some targets are community supported, that includes config lines, testing and eventual adaptations. None of OpenSSL developers have access to AIX, which is why you can't expect new AIX targets popping up nor have any sensible answer to questions like "why not."
