Just to clarify that a bit - I meant I am unable to reproduce your problem when writing out private keys. Private keys I write out work fine. I have taken a look at the pem files you sent and I get the same error as you when trying to read them. So something about the way you are writing them out, or the version/build of openssl you are using is causing the issue. As I said if you can try on a non-fips build that would rule that out.
