I seem to have "solved" my problem by building and running the openssl code
in Linux, rather than W2K (shocker! ;-). I took a certificate I created on
my Linux machine and imported it into my account on the W2k machine. It
worked fine in both Outlook and Netscape. I'm not sure of what the problem
was, but I suspect some kind of configuration or path issue.
