We're way past this in Unix now because many Unix systems have the /dev/random or /dev/urandom devices - and if these are present OpenSSl doesn't need the RANDFILE.
Not that I'm a real big fan of Bill, but for technical correctness I'd repeat myself that current versions of Windows (2000 and later Service Packs of NT4, and even CE 2.1, if you're lucky) also have an equivalent (? at least I guess so) source of random, and openssl even uses it!
