I emulated a full (parallel) tempest-devstack-vm-full run on several fresh 12.04 LTS VMs with Ubuntu Cloud Archive enabled and confirmed python-libvirt 1.1.1 was pulled in. I'm consistently getting numerous tempest tests failing with "server in error state" messages on the console.
