There's a proposed change to Keystone to update SQLAlchemy to 0.9[0] which is failing in the doc build. I'm not sure exactly what it's doing that's causing it to fail. I proposed changes to work around the issues[1] based on the error messages. Part of the fix requires a change in oslo-incubator code[2]. So I think once these are merged (or a better fix is merged...), Keystone will support SQLAlchemy 0.9.
