Based on some off-list chatter with Michael, Tom and others, I went ahead and submitted a proposal for a nova session - http://summit.openstack.org/cfp/details/245 - and used Tom's wording from those submitted to other products. This will hold a place while the Nova PTL election finishes and we'll go from there.
