Ok, here's the actual "fix" for this issue. We're now skipping version 0.13.1 of docutils as that's breaking several docs dates. if your project is using the requirements constraints, you should not be hitting this issue. However, if your project isn't using the upper constraints, then you may want to do something similar to this[0][1].
