Have a look at the nova/notifications/capacity_notifier and the related capacity operations in nova.db.api
The notifier listens for Compute node operations (*.start/*.end) and keeps the ComputeNode table fresh with the latest state. The Scheduler uses the ComputeNode table for picking candidates.
