Sounds like keystone is not properly setup. Maybe one of the required endpoints is not setup? ( I think you will need at least 4 endpoints to make it work. They are for the following services: identity, image, compute, volume) For debugging you can take a look at the keystone log so you can see the contents of the created tokens.
