There lies the problem, throttling is not working for ceph devices in Icehouse. ( images_type=rbd ) This is fixed in Juno but was never back-ported. The bug report is here: https://bugs.launchpad.net/nova/+bug/1362129 Cheers, Robert van Leeuwen
