It is available in raspberrypi-userland package available for Tumbleweed here: https://download.opensuse.org/repositories/devel:/ARM:/Factory:/Contrib:/RaspberryPi/standard/ But it fails to build since end of September, so not sure if it is still installable. But last time I tried, video decoding seemed to happen (no error) but no image from the video were shown on HDMI output, only a black screen.
