in the first case, something goes wrong in the start
mechanism, in the second there is a cache somewhere.
I experiment mostly slowdown problem with DHCP.
The 10.1 install call for DHCP right in the beginning. I
have two net cards and no DHCP server, so I lose two minutes
waiting at any install (unpleasant with betas...)
I already had once a starting waiting for DHCP so long I
gave up and reboot
