Perhaps you could also split from another point of view:

Class E: scripts, which have to be run immediately after installing/updating a 
package, so that the software is usable

Class F: scripts, which can be run later, too

Class E scripts should remain in SuSEconfig (or any successor). Class F 
scripts could probably be done by cron, or when CPU is idle for x minutes.

When changing scripts from SuSEconfg to cron jobs, please consider that the 
more things will be done by cron jobs, the more users will be frustrated, if 
the CPU/disk is going crazy. So doing the main work immediately after 
installing packages is still the best way, I think.
