"the user" is pretty hard to grasp. And yes, if "the user" had to 
download "all" via FTP, it would be pointless to sell a DVD. But
if roughly a third of users have to download tex when they need it, 
it sounds still like a good deal.

And to avoid any kind of miscalculation: the DVD9 has two architectures.
So you get 2 texlive versions with it - but most of tex is noarch and is 
shared between them.
