Found the bug. SUSE adds a virtual package (Provides:) "gimp-2.0" in their gimp RPM, which I'm missing in mine (and which is required by gimp-help). I'm currently rebuilding a gimp-2.2.9-2 that includes it, so you will be able to install gimp-help without downgrading. Will be available tomorrow morning (GMT+1).
