It is a bit weird that qemu has an influence in having xenstore inside the xenstore domain starting or working properly. Does things work (with the distro packages) if you use a daemon instead of the stubdomain? Does HVM guests, which requires qemu, work with such configuration? I can try to have a look at a Leap15 and see if things work for me, but it may take a bit...
