Where does it state what site I am and am not allowed to link to?

The only thing I see that could be applicable is:

So if you see something that you think is inaproprate, then you should
file a complaint. What happens if I place a link to houghi.org solely to
get a higher ranking?

Without asking the person, you have no idea what the reason was he placed
those links there and only the openSUSE.org webmaster has the right to
remove them (and the user, if need be)

Perhaps he placed them there so he could investigate further in the future
and he uses it as a place to put temporary links that he can reach from
anywhere as some kind of bookmark.
