Yes, this was done intentionally. On the one hand we wanted to have this
piece of the navigation being the same on all servers, so people will
have no trouble finding the other opensuse servers. On the other hand,
the Build Service and the Download server are not localised, so it
would be misleading to translate these entries (and openSUSE Wiki
cannot be translated anyway).
