Untrue. The problem is also there for e.g. WindowMaker, IceWM,
Enlightment and other  graphical enviroments.

It should be wasy to be to disable, that I agree on. Having it enabled on
one part and disabled on another _by default_ is not a wise choice.
If it is a deamon, you could enable-disable it on a runlevel, so init 3
does not run it and init 5 does.
