If you set up you browser properly, with all your languages of
preference, then such a specific page is not required. This of course
is not reality :-)

I totally agree that it should be easy to switch from one language to
another, whether that is on a "splash" screen or incorporated into the
front page, I don't think really matters. As long it is clear how to
get to the other languages (no matter what languages you understand).
