Right click on the panel and select "allow panel to be moved". Then right click on it again and select "properties" There you see a button called "orientation" (translated from dutch),select "Top" Now that the panel is at the top of your screen right click on it again and select "New panel" Put this panel where ever you like, like you did with the first panel.
