On GIMP 2.2.11:

Use the Select Rectangular Regions tool (first icon in the toolbox) to draw a 
selection band around the area you wish to highlight.

Choose Select -> Border, and enter a number for how wide you want the border 
to be.

Select the Bucket tool and ensure it is set to the colour you want your border 
to be (Fill Type).  Click on the border area.  (If the bucket fill leaves 
gaps in the coverage, ensure that Fill whole Selection is ticked under 
Affected Area, rather than Fill Similar Colours.)
