RPM packages have a distinct MIME type, but if the browser doesn't recognize it, then it uses the file extension to decide how to handle it.
In Seamonkey/Mozilla: Edit/Preferences/Navigator/Helper Applications, click New Type. Enter MIME Type application/x-rpm and extension rpm, select the action you want, click OK to create the file type, and OK to save the preferences.
