It's in kernel-source, at least on 10.2.
Can't find it on 10.0, which most probably means it's a new header that
has been introduced in iptables 1.3.6 (kernel 2.6.18) and that doesnt'
exist on previous versions.

It seems ipp2p requires a newer kernel/iptables version than what you
are using.
